Description

Changes needed for Helios64 to use TF-A and u-boot, and no rkbin or rktools, to boot. These changes are just weakly tested on my helios64, but they have a much larger impact on the whole family of rk3399 boards. Similar changes ought to be able to be made for 3328, 3288, and 3368 boards according to https://github.com/u-boot/u-boot/blob/master/doc/board/rockchip/rockchip.rst

How Has This Been Tested?
