I can configure the kernel (KERNEL_CONFIGURE="yes" in compile.sh), but can not configure U-Boot? How to configure U-Boot at ARMBIAN compilation?

This option is not implemented. In general you will need to edit configuration files manually and create a patch for the defconfigs and/or .h files (depending on u-boot version), and while you can launch menuconfig for the mainline u-boot, it's not recommended to use it AFAIK.
