Enable rk3528 soc support to make rk3528 boards bootable. Enable lima gpu driver for mali 400/450 gpu on rk3528 and disable arm mali400/450 driver. Devicetree related change is already in https://github.com/amazingfate/linux-rockchip/commit/419410ff56c8e80b37e100c265d57f23cc0db835
