os language change not work

i can't change default english os lanhuage.

 

i set and download my home language...

dowloading language files,finish added to list, i tap apply wide-system

change effect after next login..okay

here problem!

i try logout and re login, system don't change language

i try logout and restart board...language not changed...

 

why not change system the english language to other?
