Obviously you use a wrong OS image (one for any of the larger Orange Pis that are allowed to clock up to 1296 MHz). If you are able to login via serial console or network (both active by default) then it's easy: Adjust /etc/defaults/cpufrequtils so that the maximum is 1200 MHz and relink /boot/script.bin to /boot/bin/orangepione.bin and reboot. Or start from scratch using the right OS image :)

Whether you will be able to use Armbian with GUI on such a small SPI display I don't know.
