According to the specsheet RASBIAN OS is supported by Opi.

This does not seem to be the case.

If there is some special way to have thr Opi run RASBIAN please let me know

The Armbian OS does not allow me to install libnl-dev for a very specific project.

The Armbian OS does not exist but the Armbian build system supports both Debian Jessie or Ubuntu Xenial. Both variants contain a package called libnl-3-dev

I doubt the crappy Raspbian OS images over at orangepi.org are that outdated (most likely the tutorials you try to follow are +2 years old?)
