Rockchip USB issues on 4.18 kernel

Since kernel 4.18, on my rk3288 tv-box USB devices have always had problems when plugged in after the box boot (ie: USB device not working at all)

I found that the problem is described and solved by this patch:

Applying it to latest 4.18.4 kernel the functionality is restored, and I can't see similar patches in rockchip-dev.

I think it should be applied to all rockchip SoCs at least until it gets merged into mainline
